The colors of European Union were waving at intervals at Kherson Regional Library named after Oles Gonchar on 24 – 25 March. Session of the project planning “Kherson Prospects” was held there that presented EU programs for 100 billion euros. Representatives of Kherson Women Union and a team of young activists headed by Valerii Borzhkov, who pushed forward the reconstruction of Swan’s Lake in Kherson also attended the session. Why? Quite a number of members gathered there – the active Youth, representatives of Civil Organizations, deputies, businessmen and journalists. After all the event gave the possibility to get acquainted with the biggest grant schemes of European Union, to consult with skilled specialists as for programs’ possibilities and to represent own projects for public forum.

The expert on the regional development, Artur Madatyan, was pleasantly surprised at Kherson folk’s activity, “I see that the hall is full. It seats 180 people. We didn’t expect such kind of public response. It is a very good result. And it speaks for itself, people are really interested in the ways how we can get developed, where we can get financing on development and mainly how we can do it.”

Chairman of the Board of Business Association “WE – KHERSON FOLKS” Vitalii Bielobrov emphasized that, “Our team is firmly convinced that all development wishes can be implemented providing that the authority, business and active city folks join together. When there is a support of all these three structures, we will definitely have the result for which we are working.”

The first day the guests had the possibility to get acquainted with four European Union programs, which are:

European Union Program of Competitiveness of Small and Middle Business – COSME

Financing is 900 billion euros. This program covers support of business shorter time to European market, assistance in development of clusters, extension of tourist branch, elaboration and implementation of new technologic solvation into Small and Middle Business model. The program was presented by Vadym Zagariy, Senior Expert on Deregulation and Development of Entrepreneurship Reconstruction Support Team of Ministry of Economic Development and Trade of Ukraine. He disproved myths as for program COSME: “There are two false opinions as for COSME program in Ukraine:

1. It is the program that is oriented to small and middle business only.– It is not true. Each and every institution can take part in it.

2.It is the program about money. – To be true, the program is more about possibilities for small and middle business access to foreign markets, new partners recruitment, about training, education, receiving set financial sources from writing of grant project prospects.”

There are instruments that can be used right away within the program COSME. And there are separate contests taking part in which business and other institutions working with it can get financing of its activity.

Program “Creative Europe” is oriented on the support of culture and creative sectors. The approximate estimate of program funding is 1.46 billion euros. “Creative Europe” supports culture sector from modern art and fashion to folklore festivals and projects on environment revitalization. Due to the program you can recruit partners, take part in different trainings and workshops and get financing up to 2 million euros. Winning in “Creative Europe” is not only grant but also recognition at Europe’s cultural arene. Financing is divided into three parts: 56% is directed on Media development, 31% - on culture, 13% - on support of national bureaus activity and other contests that are not included into the basic program “Creative Europe”. Only 5 applications have been filed at the moment. First of all, it is connected with the fact that only 60% of project’s budget are covered by the Program, and the rest 40% should be found at own discretion.

Program ERASMUS+

Financing is 14.7 billion euro. This program encourages exchange of teachers and students, receiving of Magister degree at European universities, cooperation of international research groups.

Program “Horizon 2020” has three directions: frontier science, industrial leadership and societal challenges. It provides support to gifted people, scientists, personnel exchange in the research sphere, young specialists’ education financing, scholarship/grants after receiving of graduate degrees. Financing is 80 billion euro.

During the second day, 25 March, the members of the session “Kherson Prospects” worked in groups. Each group presented projects of Kherson Development to the total audience and coordinators of the program. During discussion they received experts’ advice on the increase of marketability of the projects. Members of one of the groups made presentation of our Kherson Electro Mechanical Plant (“Electromash” plant) using program COSME. Members of the program “Creative Europe” made a very interesting presentation in the sphere of culture. We won’t read the idea out at the moment, as only the authors have the right to do it.
